ITIN for Amazon sellers: what Amazon actually asks for, and what the number is really for

Amazon does not require an ITIN to sell. The number matters for other reasons: withholding on royalties, any US filing your adviser confirms, and the US bank and credit base a serious seller ends up needing.

A non-US Amazon seller does not need an ITIN to open a seller account or to sell. Amazon's tax interview identifies you with a Form W-8BEN or W-8BEN-E, and where a US taxpayer number is asked for, Amazon's own KDP tax page says a foreign tax identification number can be entered instead. The ITIN matters in three cases: to hold a treaty rate on royalty income such as KDP, Merch or the Amazon affiliate programme; to file any US return your tax adviser says your activity requires; and, most often for founders, to be identified by the US banks and card issuers that serious sellers eventually need.

Do Amazon sellers need an ITIN?

Not to sell. Amazon's account setup and tax interview identify a non-US seller with a Form W-8BEN, for an individual, or a W-8BEN-E, for a company, and those forms work with the tax identification number your own country issued you. Amazon's own KDP tax page puts it plainly for royalty payments: if you have a US tax identification number you must provide it, and if you do not, you may enter the income tax identification number issued by the tax authority in your country of residence. Only if your country issues none does Amazon point you to a US TIN and to applying for an ITIN.

So the honest answer to the search is: an ITIN is optional for the Amazon account and required for other things. Pages that promise an ITIN will save every FBA seller from 30 percent withholding are describing royalty income, not the sale of goods. Read on for where the number actually matters.

When does the 30 percent withholding apply?

To royalties. Amazon KDP, Amazon Merch and the Amazon Associates affiliate programme pay royalties or commissions, which US law treats as US-sourced income subject to withholding at 30 percent unless a treaty reduces the rate. Amazon KDP's page says exactly that: payments to non-US persons are subject to 30 percent US tax withholding, a reduced rate is available under a treaty, and a treaty rate requires a US or foreign tax identification number in the tax profile. It adds a warning worth copying: if you let the W-8 expire, the rate defaults back to 30 percent.

Selling inventory through FBA is a different transaction. Amazon collects your sales, deducts its fees, and pays you; it is not a royalty and the 30 percent regime does not attach to it. Whether the activity creates a US tax filing obligation for you is a separate question that depends on your structure and your country's treaty, and it is a question for your tax adviser, not for us.

Why the bank and the cards are the real reason

An Amazon business runs on cash flow: inventory paid months before it sells, advertising paid daily, fees taken at source. Sellers who run that cycle on a fintech account and a foreign card pay foreign-transaction fees on US spend, earn nothing back, and cannot borrow against the business when a container lands. The sellers who scale carry the cycle on US credit cards with 0 percent introductory periods and points on every dollar, and those cards sit on top of a real US bank account and a credit profile. Both start with the number the bank and the issuer identify you by.

Kevin ran an Amazon KDP business from Italy. He built the base in that order, ITIN, company paperwork, accounts opened in person in Miami, and walked out of a Chase branch with a Chase Sapphire Reserve. His words are on this page. The ITIN did not sell a single book for him; it made the rest possible.

How does an Amazon seller get an ITIN?

The same way anyone does: Form W-7 with proof of identity and foreign status, usually a valid passport, filed with the return that needs the number or under one of the five exceptions in the W-7 instructions. For a seller with royalty income subject to withholding, Exception 1 can apply, with an original letter from the withholding agent; for a seller whose situation needs a return, the W-7 travels with it. The IRS allows 7 weeks for a decision, 9 to 11 in the January 15 to April 30 peak or from abroad, and charges nothing.

The route matters more than the form. A Certifying Acceptance Agent verifies your passport in a live video session and certifies the copy, so nothing is mailed and the common rejections never happen. That is how we file, at $399, refundable until we file. The step by step guide covers the documents and the routes.

Amazon FBA, KDP, Merch: one seller, three tax pictures

  • FBA, selling goods: tax interview with a W-8BEN or W-8BEN-E; no ITIN needed for the account; US filing depends on your structure and adviser.
  • KDP and Merch, royalties: 30 percent withholding by default; a treaty rate needs a US or foreign TIN in the tax profile; the ITIN is the US TIN.
  • Associates, commissions: treated like royalties for withholding; the same TIN logic applies.
  • All three: the US bank account and cards that carry the business need the ITIN, whatever Amazon does.

What happens after the ITIN

The number arrives by letter. Then the company's paperwork is put in the shape a banker accepts, the accounts are opened in person in Miami, and the cards follow on the accounts and the history the banks now see. The order guide shows the sequence, and the banks guide names where our clients opened. Whether a bank or an issuer says yes stays their decision; the ITIN makes sure the conversation happens.

How a client did the same

To my European mind, to go in a bank and walk out with a $35,000 credit card… I just walked in, applied for a credit card, and went out on my Apple Pay with a $35,000 credit line.
